Bilateral and multilateral cooperation

Moldovan Border Police cooperates with EU-member states and CIS countries basing upon bilateral agreements concluded at interstate, intergovernmental and interagency levels in the view of strengthening border security and developing Integrated Border Management principles.

During 2012-2013 the following protocols (agreements, memorandums) have been concluded:

  • Cooperation Agreements and Cooperation Plans with border agencies of Romania and Ukraine;
  • Cooperation Agreement with the border agency of the Republic of Kazakhstan;
  • Cooperation Agreement and Cooperation Plan in the border-related field between the Border Guard Service of the Republic of Moldova and border agency of the Republic of Belarus;
  • Cooperation Agreement and Cooperation Plan between the Border Police of the Republic of Moldova and the border agency of the Republic of Estonia;
  • Implementing Agreement between the Border Police Department of the Ministry of Internal Affairs of the Republic of Moldova and the Department of Defense of the United States of America concerning cooperation in border security assistance and preventing the proliferation of weapons of mass destruction;
  • Regulation on organization and functioning of Galati Joint Contact Centre.

Bilateral meetings of Moldovan Border Police leadership and heads of border agencies of Ukraine, Latvia, Lithuania, Poland, Belarus, Georgia, Romania, Estonia and Frontex Agency have been conducted.

It is to be mentioned that Border Police also has a good cooperation with border agencies of Germany, Austria and France, conducted via liaison officers and internal affairs attaches within embassies of these countries.

Cooperation with Romania:

Cooperation of Moldova and Romania border agencies focuses on implementing provisions of bilateral treaties concluded at interstate, intergovernmental, and interagency levels. Implementation of annual cooperation plans and continuous development of the relevant legal framework is carried out through information exchange, mutual assistance on border-related issues, experience exchange, etc.

In 2013, in accordance with provisions of the Cooperation Plan between the Border Police Department of the MIA of the RM and the General Inspectorate of Romanian Border Police the following activities have been conducted: meetings of the heads of units responsible for documents’ expertise, law, border control; professional training of staff; experience exchange on mobile units’ activity.

On 19-20 June 2013, Chisinau, the meeting of heads of border agencies of Moldova and Romania was held.  

The Regulation on organization and functioning of the Galati Joint Contact Centre entered into force.

The Protocol between the Border Guard Service of the Republic of Moldova and the Ministry of Administration and Interior of Romania through the General Inspectorate on strengthening cooperation at central and territorial levels entered into force. Basing upon the provisions of this Protocol, coordinated patrolling is conducted on Prut River in accordance with monthly joint plans drafted and approved at territorial level.

Bilateral Cooperation with Ukraine:

Cooperation between border agencies of the Republic of Moldova and Ukraine is performed based on bilateral treaties concluded at interstate, intergovernmental and interagency levels. In the view of effectively implementing Moldova-Ukraine agreements, cooperation plans are concluded annually.  

Meetings between representatives of both institutions are conducted on a regular basis. In accordance with the provisions of the Cooperation Plan for 2013, experience exchange was conducted in the following fields: integrated border management, documents’ expertise, border surveillance, border check, intelligence.

On 20 February 2012 the Pilot Project on carrying out joint control in “Briceni-Rossoshany” BCP was launched. Currently the following perspectives are being discussed: (1) performing joint control in “Palanca – Maiaki – Udobnoe” BCP on the territory of the Republic of Moldova; (2) concluding a new international agreement on joint control at the Moldova-Ukraine border.

In 2013 approximately 400 joint patrolling activities have been conducted at the Moldova-Ukraine border.

Also, border representatives conducted over 250 activities to sum up the activity at the common border, risk analysis and information exchange.
